Uncounted ballots were found in Puerto Rico after results were certified preliminarily

The election controversy on the island does not seem to be over just yet. After the State Election Commission certified official results, a number of briefcases with uncounted ballots were found & this interrupted the recount process that was supposed to begin this week.
